THE BIG HEADLINE
President Trump ordered the Pentagon to “substantially reduce” this week’s Ulchi Freedom Shield exercises with South Korea, tying the move to cost, his relationship with Kim Jong Un and—by Trump’s account—Seoul’s refusal to join the Iran campaign. The 11-day exercise began Monday as planned, and the Pentagon had not publicly identified which pieces would shrink by our cutoff. (Nothing says alliance management like revising the group project after everyone has arrived.)
